Moro Vs Granolah: Who Is More Dangerous Villain In 'Dragon Ball'?

Granolah was the antagonist of the Granolah survivor Saga. He was first introduced as a villain but later became an ally for Goku and Vegeta.
Moro is the antagonist of the Galactic Patrol Prisoner Saga. He was known as Moro the planet water because he got stronger by eating planets.
This is a difficult question to answer as both of them are very smart and powerful at the same time. Granolah knew about the limitations of his powers.
This is why he wishes for the Dragon Balls to become the strongest being in the universe.
Moro on the other hand was an extremely powerful wizard and because of his imprisonment, has gained a grudge against the Grand Supreme Kai.
In terms of power, Moro takes the cake. He can become stronger by consuming planets, which entails that there is no limitation to how strong he can become.
Granolah wished to be stronger than anyone, however, he didn't account for people that may become stronger in the future.
Granolah's power has a loophole and a limitation whereas Moro's limitations are not as strong. Therefore, as a villain, Moro is more dangerous than Granolah.
