Minato is the fourth Hokage of Konoha and is called the Yellow Flash. He is most definitely one of the strongest Hokage. He is undeniably strong.
Hashirama is the first Hokage of Konoha and is called the god of Shinobi. He is extremely powerful and has many tricks in his arsenal.
Although it is highly unlikely that the two characters would ever fight, in a hypothetical all-out battle between the two, Hashirama would win.
Minato has his Flying Raijin and that would allow him to dodge most of Hashirama's attacks. However, that won't be enough for him to win the battle.
Hashirama would be able to react to the flying Raijin after a certain time. In addition to that, Minato needs to come close in order to attack Hashirama.
Hashirama's wood release makes it extremely difficult for Minato to attack him effectively. He also has amazing healing abilities.
Hashirama's healing abilities are almost at the same level as Tsunade's healing. This entails that he will be able to recuperate from any damage he sustains.
Minato might be able to deal some significant damage to Hashirama, but he most likely would not be able to win the fight between the two.
