10. Jesse Quick

Zoom or Hunter Zolomon is not someone who runs; rather, he manipulates time itself, making it appear like he is moving at an incredible speed. He is driven by the belief that tragedy makes heroes better. He inflicts immense suffering on Wally West.

Originally, he was the sidekick Kid Flash. Wally West was the successor to the Flash after Barry Allen’s death. He became the fastest speedster as he continued to train and work as a great hero over the years.
