This includes questions about what the Upside Down truly is and why Will Byers was taken in the first place. These aren’t just any questions. And now, as the saga of Hawkins nears its end, the answers are finally coming. Since ‘Stranger Things’ first premiered in 2016, the Upside Down has loomed large as one of television’s most mysterious and terrifying creations. A dark, decaying mirror of Hawkins, filled with monstrous creatures and ruled by supernatural forces, has remained an enigma for years. The Duffer Brothers, however, promise that this will finally change.

This also confirms that the Upside Down has always been Vecna’s domain.
