The Duffers have frequently expressed their frustration about leaving any storyline dangling, and bringing Eight back is their way of saying, “We promise everything will matter.” It is a declaration of narrative accountability. This is something they’ve openly contrasted with the backlash toward ‘Game of Thrones’, a show criticized for abandoning character arcs in its final stretch. And it works. The presence of Kali does not seem forced. It feels inevitable.
Kali’s Powers Could Be The Key Weapon Against Vecna

When Season 2 unveiled that Eight could control perception, the first thought that came to mind was the possibilities. Her illusions could deceive trained soldiers, bend the environment, and protect allies. When Vecna extended his psychic abilities to Hawkins and the Upside Down in the form of roots, Kali was the ideal antidote. Volume 1 was a shock to viewers because it implied that Will, the boy who initiated this whole saga, might have powers of his own. This establishes a psychic energy triangle between Eleven, Kali’s illusions, and the mysterious relationship of Will to the Upside Down.
