He is an evil alternate version of Batman in the Dark Multiverse and is a hybrid of Batman and Joker. He is also one of the Dark Knights and the villain in the Dark Multiverse Saga.

How Batman Became A Supervillain
The Batman Who Laughs is a version of the superhero from Earth-22 of the Dark Multiverse. He discovers Batman’s identity and kills most of the rogues alongside Commissioner Gordon.
Joker is accidentally killed by Batman and this leads to the release of a concentrated toxin from the former’s body. This leads to a fusion of Batman and Joker and the process becomes irreversible until Batman funds everything that is happening to him.
The Batman Who Laughs then tries to take control of the Earth-22 and kills a majority of his allies, changing his son into a mini-Joker. He also recruits children affected by the Joker Toxin and he is also the leader and second-in-command of the Dark Knights.

Will The Batman Who Laughs Appear In A Movie?
There are several characters from DC Comics who are yet to appear in films and TV shows. The Batman Who Laughs is also one of them and he has been a fan favorite.
A movie based on the character will be exciting to watch and the reason is the introduction of dark elements in the DCEU. This character is so twisted that he can prove to be a perfect villain for Batman.
Batman was rebooted with The Batman in 2022 and two more sequels are already being planned. While the plot and character details have not been revealed, The Batman Who Laughs can prove to be a potential villain for any one of the films.
