Who Is Sabbac?
The original Sabbac debuted in ‘Captain Marvel, Jr. #4‘. DC Extended Universe Wiki describes Ishmael Gregor or Sabbac as a military Intergang leader who became possessed by a demon and is determined to take over Kahndaq and the whole world. The alter-ego of Ishmael Gregor is the demonic version of Sabbac. This version possesses amplified demonic powers. He also has a beast-like appearance and a hairy body with thorns instead of his original humanoid form.
If we look at where Sabbac got his name, it is actually an amalgamation of six evil lords. He is DC’s oldest villain. This villain is empowered by six of the worst demons in the DCEU. However, Black Adam draws strength from six powerful gods. DCEU made it clear that the version of Sabbac in the movie is quite different from the one in the comic but the least we can say is he will still be immensely powerful.

Is He More Powerful Than Black Adam?
Sabbac’s powers are mostly reliant upon the evil forces of hell and he is presented as the opposite of the Marvel (Shazam!) family. Ishmael gets the strength of Satan, the body of Aym, and the wisdom of Belial. Moreover, he gets the flaming powers from Beelzebub, the evil courage of Asmodeus, and finally the flight of Cratius.
Sabbac’s patron demons are Satan, Aym, Belial, Beelzebub, Asmodeus, and Cratius. So yes, even the mighty Black Adam doesn’t hold a candle to Sabbac’s power.
