‘One Piece’ world can simply be discerned as two forces fighting against each other to establish their own right. The only difference being Oda has shown the pirates to have much more compassion rather than the Marines who actually should stand up for people.
They are more busy taking care of themselves, projecting pirates as evil creatures, and establishing their power to a higher rank. Though there are many fights Luffy got into because of the Navy officials, there were also situations where he got help from them. Some of the Marines may be rotten down to the core, but some do have humanity left in them.

Top 5 Officials Who Supported Luffy
Monkey D. Garp
Garp is a Navy Admiral (though ex now), and also the grandfather of Luffy. He did acquire some resentment from fans as he let Ace get captured and killed. Even the forest bandit screamed at him saying how could he let his job dictate his actions toward his family. Nevertheless, after Ace’s death, he retires from the Navy.
He knew he could never do the same thing if Luffy ever gets captured by Marines in the future. He already let one of his grandsons die in front of him, so Luffy’s capture is a big no for him. Furthermore, he is crazy powerful. Even after retirement, the Navy tied him to his duties as a trainer on the base. Though I doubt that’ll stop him from supporting Luffy.
Smoker
Smoker seemed like a friendly good character since the beginning of his entrance. He and his subordinate though stand poles apart from the pirate Luffy, they still support him from time to time. Like they refused to arrest Luffy and his crew when they were unconscious in Alabasta.
They also vocally supported them and refused the World Government’s decision to snatch the victory for themselves, labeling the Straw Hats as the villains. In the Punk Hazard Arc, they not only supported but also thanked Luffy and his crew for saving the children. Do you remember how Smoker blushed when Luffy thanked him? He is by far the best supporting character in terms of personality and free spirit.
Aokiji
Aokiji has a complex character. He was after Robin for 20 years or so, but when he saw Luffy’s crew, he left her alone. He was satisfied looking that Robin is not the villain the world makes her out to be and that her crew will certainly protect her no matter what.
He even fights with Akainu for the Admiral position, as Aokiji knew what the latter would do if he has power. Unfortunately, Akainu wins the fight, and as a protest, he leaves the Marines permanently. He is not an evil character. Maybe in the future, Oda will show friendship or maybe a collaboration between him and the Straw Hats.

Rapanui Pasqua
Rapanui and his group literally took help from Luffy when they were stuck in the Rainbow Mist for eternity. If not for Luffy, they would never have gotten out of the maze. Even when they both come face to face, Rapanui puts on a rather stupid act and lets Luffy’s crew slip past them. They even destroy the Marine ships that were pursuing Luffy, to help them get away.
Sentomaru
Technically speaking, I cannot fathom the moment he’ll willingly help Luffy or any pirates for that sake. It was just his one line that made me add him to the list. A group of fakers posing as the Straw Hats crew started gathering allies and wreaking havoc at Sabaody Archipelago. Sentomaru led his troops to capture them only to find out about these actors.
He beat the hell out of the pirate who posed as Luffy, stating “Straw Hat is not a piece of scum like you”. This sentence really did a number on the fans as they started to erase a tad bit of animosity towards Sentomaru. They may always stand on polar ends, but defending him like this was a site to see.
