The multiverse has been one of the biggest problems in the MCU, but it doesn’t make any sense to point the finger at Steve Rogers for all the problems that come with the multiverse. The MCU has proven time and time again that Doctor Strange is much closer to the dangerous laws of alternate realities.
Not all Incursions are necessarily Strange’s fault, though. However, if one character’s decisions have had a significant impact on the world, it would make sense that Strange would be a better fit than Steve. After all, Strange has repeatedly been willing to gamble with forces he knows he doesn’t fully understand.
Strange Has Always Been Willing To Break The Rules
One of the biggest examples is the Darkhold. In ‘Doctor Strange in the Multiverse of Madness’, Earth-838’s Strange used the Darkhold and got involved in Dreamwalking, a very dangerous technique that enabled him to send his consciousness to another version of himself in another universe.

His actions eventually led to an Incursion, and the Illuminati eventually killed him due to the threat he posed. The key point is it was not a coincidence. Strange was aware of the rules and consequences of the multiverse, but he continually challenged them.
Later, the Darkhold itself was used by Earth-616’s Strange, who knew how dangerous it was. Then there’s ‘Spider-Man: No Way Home’. Strange’s attempt to cast a spell for Peter Parker goes catastrophically wrong, allowing people from other universes to infiltrate the MCU’s reality.
Obviously, Peter’s request complicated the situation, but it was Strange who was performing the spell. And this theme is starting to repeat itself.

Strange isn’t the only possible suspect. Wanda Maximoff had a deep involvement with the multiverse, through the Darkhold and her quest for the powers of America Chavez. However, America has the incredible power of travelling between universes naturally.

That puts both characters much more in touch with the multiversal instability than does Steve Rogers. In ‘Avengers: Endgame’, Steve’s actions in the MCU certainly changed the course of events, especially when he gave up the Infinity Stones and decided to stay in the past.
However, that doesn’t mean he’s liable for future Incursions. Instead, it would be easy to blame Steve. If Doctor Strange is being more integral to the collapse of the multiverse in ‘Avengers: Doomsday’, it could bring a new dimension to his connection with Doctor Doom.
If Doom knows that Strange’s knowledge of the multiverse is valuable and dangerous, then the rumored idea of Strange becoming Doom’s right-hand man takes on a much greater significance. Perhaps it isn’t Steve Rogers’ fault. Maybe the true threat has been the wizard who has continually violated the rules to save all.
