‘Naruto’ is one of the most popular anime to ever release and for good reason. It has everything that a shonen anime fan could hope for, ranging from complex villains to amazing fight sequences to a subtle yet important love story. The world of ‘Naruto’ has given viewers many amazing Shinobi or ninjas. These Shinobi are loved by the fans and are appreciated.

10) Kurenai
Kurenai is known by ‘Naruto‘ fans for her failure in catching Itachi in a genjutsu. However many are unaware that she is the best in Genjutsu in Konoha and the only reason she was unable to trap Itachi was that he was a prodigy and because he had the Sharingan. Her skills are at par with most Jonin in the village, if not superior.
9) Anko
Anko was a test subject for Orochimaru and his former pupil. She played an important part in the chunin exams with being the examiner but she was a little sidelined during the later part of the series.
That however doesn’t change the fact that Anko is an amazing Shinobi and due to her being Orochimaru’s test subject has some very cool powers. This is why she is one of the top underrated Shinobi
8) Shizune
Shizune is Tsunade’s assistant and her major role is this only. However many seem to forget that aside from being Tsunade’s assistant, Shizune is a very skilled healer and has learned many other jutsu. Sakura came for help to Shizune with medical ninjutsu.
7) Yamanaka Ino
Ino gets sidelined multiple times throughout the series. Fans consider her a blonde Sakura. As a result, they ignore her achievements and talents. However, Ino has the talent passed through the Yamanaka clan which are mind-related techniques. This makes her a very skilled information gatherer and quite important.
6) Darui
Darui used to be the right-hand man of the fourth Raikage and was a close friend of Killer Bee, the jinchuriki of the eight tails. He grew to be very strong and became the fifth Raikage. He can simultaneously use his water and lightning techniques which are very useful in battle. This makes him one of the top underrated Shinobi.
5) Hanabi Hyuga
Hanabi is the younger sister of Hinata and the current heiress of the Hyuga clan. Despite being years younger than her sister, Hanabi was at the same level as her in terms of Jutsu. Hanabi is also quite fierce as opposed to her sister which made for a desirable quality for an heiress. She is not very popular and is often forgotten by fans.
4) Choji
Choji is teammates with Inoand Shikamaru. But he is unfortunately considered a healthy person who eats a lot. Many forget that he is very strong, probably on the same level as Shikamaru. He risked his life many times and is a loyal and trustworthy friend. This makes him one of the top underrated Shinobi.
3) Ibiki
He was the examiner of the written test in the chunin exams and he is just as fierce as he looks. Despite looking scary and rude, Ibiki is an honorable Shinobi. He knows the human psyche quite well. As result, he was chosen to head the interrogation and torture force in Konoha.
2) Hiruzen Sarutobi
The third Hokage is probably the most underrated and overlooked. Hiruzen Sarutobi was a student of the second Hokage and hence is very strong. He might have defeated Orochimaru had he not bought back the first and second Hokage. In addition to this, Hiruzen also has great knowledge and wisdom that came with his age as well as his fighting experience.
1) Iruka
Iruka is not unpopular per se. He is a great father figure to Naruto. Iruka is an amazing teacher and knows how to teach and guide his students. Moreover, Iruka is also very skilled, not on the same level as Guy and Kakashi, but he is a skilled shinobi. He not only helped Naruto, but he also helped many others such as Boruto and Mitsuki to get on the right path and guided them wonderfully.
